Of course, even a stranger to the divorce may make a request for certification of the existence of the records, and while this would not give the actual records to the person making the request, the fact that the records exists could be taken, at face value, that the divorce was granted. After all, the records would only exist if the divorce was granted, and because of the presumption of regularity, a person may presume that the divorce was granted in the regular course of business and valid.
Copies of the certification may be requested only at the state level and the procedure would require the person interested in the certification to send a request letter to the Texas Department of Health. The letter should contain the name of the parties to the divorce, the approximate date when it was granted and the place where it was granted. The department would reply within six to eight weeks with a certification as to the existence of the record and the place where the record may be found. It must be noted that the place where the record may be found is the venue of the search for the actual records should there be a need for them.

These archives could present information that would be substantially the same as that which may be found from the official archives, but because they are internet based, they could present the information faster and more efficiently, and most would charge only the most minimum of fees for the use of their services.
